The Guardian online reports that; "[Gordon] Brown [the current British Prime Minister] announced the abolition of the 10p starting rate of income tax last year [when he was Chancellor of the Exchequer]. He abolished the 10p rate to fund the reduction of the basic rate of income tax from 22p in the pound to 20p. A majority of taxpayers gain from the changes, which came into force this month [i.e. April 2008]. But around five million people earning less than £18,500 a year will lose out [these kinds of low earners are traditionally recognised as being potential Labour Party voters at election time]. Brown said at the time that this group would be compensated by other changes in the budget, like higher tax credits and increased tax allowances for pensioners.
